BTK Puzzle

This was a puzzle sent from BTK to the media. Here are some of the potential meanings of the clues, going off the top of my head:

Possible meanings: PJ : PJ Wyatt, one of BTK's college professors
                            KIA: a victim's white 4-door KIA that was stolen.
                            INS: Immigration & Naturalization Services? A Hispanic woman is mentioned in certain circles about being a possible BTK victim.
                            LARRY: husband of one of BTK's potential victims
                            POET: BTK is famous for his diabolical poetry
                            PET, LOST PET: reference to BTK's profession as dog catch
                            FOR SALE, REALTORS: signs around the area he killed in
                            SERVICEMAN, HANDYMAN: Potential odd jobs BTK carried out
                            WRONG, ADDRESS, ADD: Perhaps a reference to his inability to find a right address due to a distraction
                            'NAM: Vietnam era reference
                             AMY: possible BTK victim?
                             MAY: month of something significant
                             ADT: reference to employer
                             LIT: two fires were mentioned at a possible BTK crime scene
                             TELEPHONE CO: a job held by one of his victims?
                             SCHOOL: reference to WSU

It seems as though he wrote clues in a stream of though. POET and SCHOOL are in the same grouping. This is significant as BTK studied a poem at his school that he later revised and sent to the media as a clue. It would be interesting to go through these clues and try to find a code (what every first letter spells, etc). Intriguing.

I fount the word "Elm" too...could refer to a street or something. You wrote the word "helm" but I think Elm seems more fitting.

USD 259 is the Wichita Unified School District number 259

6226 was the street address of Delores Davis. 6254 (Marine Hedge), 843 (Fox), 615 Pinecrest (burglarized by BTK) and 803 (Otera) are other addresses in the puzzle.

The first section seems to describe how the killer stalks a victim: prowl, cruise, spot victim, follow, worst fantasies, steam builds and go for it.

Another section suggests possible disguises or methods of entry: realtor, insurance, serviceman, fake ID and handyman; lost pet.

Names: Larry Anderson, Amy, PJ ...

It is just filled with information. He clearly was ready to be caught.
